Yes but there's no need to. They make the very cheap plastic sleeves that go over shower curtain rods, and they come in many colors. They also have the advantage of fixing that curtain ring sound as rings are pulled across a metal rod. They have them in all the major stores.

I agree with Dan B. I would suggest do the holes as Dan suggests then glue on a selection of small sea shells as a decorative finish. Or any other small decoration you like.

You can place both curtains on one rod using the same hooks. If you want to hang them on separate rods (my preference) then purchase a tension shower rod along with another set of hooks. This gives the shower a bit more of a dressed up layered look.
